Petroleum resource management

The Norwegian Petroleum Directorate shall contribute to creating the greatest possible values for society from the oil and gas activities by means of prudent resource management based on safety, emergency preparedness and safeguarding of the external environment.

The Norwegian Petroleum Directorate (NPD) was established in 1972 and currently has some 220 employees. The directorate handles issues relating to resource management and administration on behalf of the Ministry of Petroleum and Energy (MPE), as well as CO2 tax issues on behalf of the Ministry of Finance.

The Ministry of Petroleum and Energy and the NPD are responsible for the framework conditions in all phases of the petroleum activities.

The NPD provides professional advice to the MPE on issues in all phases of the petroleum activity, such as granting exploration and production licences, approval of plans for development and operation (PDO) and issuing production permits and making decisions relating to disposal.

The NPD is responsible for keeping an updated overview of the petroleum resources on the Norwegian continental shelf. The directorate is to manage and further develop this information and it bears national responsibility for the availability of data and information from the petroleum activities. In this way, the directorate contributes to value creation for society in general as well as for the industry, research communities and others.

The NPD's Fact pages contain information about all production licences, business areas, exploration wellbores, development wellbores, discoveries, fields and companies on the Norwegian continental shelf organised in fact page format. It also contains data files which can be downloaded and used in spreadsheets or other applications.

Through the NPD's Fact maps the directorate has developed a unique, interactive map service with updated infor­ mation on the petroleum activities on the Norwegian shelf. The fact maps are integrated with the NPD’s fact pages and provide information including a complete overview of production licences, exploration drilling, discoveries and fields.

Other important objectives for the NPD include encouraging the industry to develop solutions that benefit society at large, promoting realisation of the full resource potential in and around the fields, and facilitating efficient industry processes that can be instrumental in achieving these goals.
